Radioless AFV

Consider two Radioless AFV's which begin a Scenario in ADJACENT hexes.

They both deploy onboard, and in the first part of turn 1, the opponent enters from offboard.

An enemy unit comes into LOS and one of the radioless AFV makes First Fire, while the other wants to go into Motion (making a Motion attempt).

May this 2nd AFV really make a Motion attempt?

The problem is that I don't know if this is already a Platoon (and so, they must be in Motion as a single entity, denying the Motion attempt) or, as per D14.23, if the 2nd AFV be considered a "lone radioless AFV" which could make a Motion attempt by adding a +1 drm.

Yes, its a platoon. Each radioless AFV must "setup or enter" adjacent to another platoon member.

And no, I don't think the second tank can make a motion attempt. It says
Each platoon must Start/Stop/remain-in-Motion as a single entity.
The only thing even questionable is if the vehicle is required to form a platoon. I think so, but I'm not looking further right now. ;)
