I have two leaders in the same hex at the beginning of the APh. One of the leaders has a radio with radio contact and battery access and a FFE: 2 on board. Could the radio be transferred without losing contact and/or battery access?

Yes. In fact (in a different phase) the leader with the radio could break and the other leader grab it without loss of contact or battery access.

If an Observer breaks, Radio Contact is lost, per C1.61:
1.61 An Observer not in Good Order immediately loses Radio Contact. A different Observer or one restored to Good Order may use the radio again but must re-establish Radio Contact.
