Question re Vichy French Units

If I understand the rules correctly, until the fall of France, all French units (regardless of their deployment location) are regular French units under the control of the allied player. Only after the fall of France do certain French units become traitors to the Allies and become Vichy French units which are then no longer under the control of the allied player...in fact they then become activated only when an allied unit is next to them and then they are under axis control...correct?

That's it exactly!

ALL the French are withdrawn, and a new formation (several, actually) are added to the map (they look different too, you'll be able to recognize them quite easily), and they activate when an Allied unit goes adjacent. There are fleets in there too, so watch out!
