Does the revised B10.1 (Journal 10 errata) mean that there is no LOS from hex N14 to hex P14 because the inherent orchards are at ground level along the O14-O15 hexside?

Yes. Inherent terrain is located on the level of the ground terrain within the hex. The orchards on the level zero terrain rises from level zero to level one. The orchards on the level one terrain rise from level one to level two. If this were not the case either the LOS would go "under" the inherent terrain if it rose from level one to level two uniformly throughout the hex, or the orchards would be partly one-level high, partly two-levels high.

As a corollary, fire from N14 level one (assuming there was a building with a level one in N14) to P14 would not be hindered because the LOS would go over the orchard.

That there is no LOS has always been the case in the 2nd Edtion. The J10 errata did not change/affect that.

This sentence from B10.1 was not changed via the errata.

"...Inherent Terrain (B.6), whether a one-level Obstacle or Hindrance (e.g., orchard) or a half-level Obstacle (rubble) or Hindrance (crag, wreck) rises from the actual hill depiction (i.e., in a Hill-Orchard hex, LOS that crosses the hill depiction is affected up through level 2; LOS that does not cross the hill depiction is only affected through level 1)...."
