In a player turn when gusts are in effect, can new dispersed smoke be placed during the movement phase? Or are toys like sN out of action for the entire PT?

Gusts have no effect on placing SMOKE. Although it is not explicit in the rulebook, per the ASOP this happens only during the RPh [1.12A] & AFPh [5.13A]. This would eliminated dispersed SMOKE placed during the turn, but if you play well, the damage is already done.

The way I remember this is: "Gusts, not Gusting" as a reminder that it as effects are particular times as opposed to a continuous effect. YMMV.
