Everything currently running on a PC is a game. Granted, every title falls somewhere on a spectrum of a pretense towards realism, but they are all just games in the final analysis. Modern PCs cannot even come close to "simulating" all the minutia - physical and otherwise - that determines real world events, especially battles.
Which is why the fun factor will always trump the "realism" factor for me. Sometimes a healthy dose of abstraction is a good thing and can even be of greater "realism" in its own way.
