Q9 Setup question

The setup rules for Germans in Q9 Long Day of Confusion say : " Set up Concealed ...." . Does this mean I can not setup HIP the Emplaced Gun?

The 7.5cm leIG 18 INF Gun may set up using HIP.

HIP is a form of concealment wherein a player may secretly record the location of his units in Concealment Terrain.

An Emplaced (C11.2) non-vehicular Gun and its manning crew [EXC: if possessing a non-inherent SW] may always use HIP if it sets up (i.e., starts the scenario) in Concealment Terrain, even if in the LOS of an enemy unit.
