SSR 2 states that All AFV that changes elevation have to make a BOG check. With a +1 DRM when Crossing road bedside.

Now +!DRM on a BOG check means it's more likely to bog right? So if traveling on road is more likely to bog than if traveling in open ground? Should that mean "a -1DRM if crossing road hexside"?

No. It should indeed mean that they are more likely to Bog while using the road.

IIRC, the historical description tells us about icy roads that tanks had to struggle with and caused them to veer off them (thus bogging).

Too often when doing a mission analysis on a scenario, players fail to read the historical background (the situational report as it were). Many time this provides additional information that may alleviate questions pertaining to SSRs or give one an inkling on tactics to utilize. In the most basic degree, it is a failure to do a proper mission analysis for a scenario.
