PTO: Do you pay MF for entering/exiting Foxholes not in LOS ?

What applies to daytime PTO scenarios ?

As per

G.2 FORTIFICATIONS: In daytime scenarios, E1.16 applies to Fortifications

and

E1.16 (....) "During night scenarios there is no extra cost to enter/exit a pillbox/entrenchment unless it is done in the LOS of a Good Order enemy unit. (...)

I am confused whether you have to pay MF for entering / exiting foxholes while not in LOS of an enemy unit. Should E1.16 read "During night scenarios and in PTO ..." ?

No, not exactly! The wording you propose should be in chapter B (Entrenchments/Pillboxes). Chapter E1 is night rules and G.2 only references it for saving some ink ;-)

If the fortification has not lost its HIP status, A12.33 applies : "A unit entering/exiting a hidden Fortification pays no MF/MP to do so, provided that Fortification remains hidden including Infantry/Cavalry (only) crossing a roadblock hexside. "

Now, E1.16 introduces a slight difference (which is applied in PTO as well as in night).
E1.16 says : "1.16 FORTIFICATIONS: All Fortification counters are set up hidden at night regardless of terrain, and remain hidden until ... extra MF/MP are used to enter/exit it in the LOS of a Good Order enemy unit".

I would read that, if in the LOS of a Good Order enemy unit, the friendly unit MUST pay the extra MF/MP to enter/exit it, thus revealing the Fortification.
After that, even if it becomes out of LOS of a Good Order enemy unit, the Fortification must be entered/exited by spending the extra MF/MP.

The difference from A12.33 is that the Fortification remains HIP even if in LOS of the enemy, unless one enters/exits it (and other conditions, which can be summed up as having the enemy stumble upon it or fires against it)...

If the foxhole is HIP and in LOS of a GO enemy unit then entering/exiting it will cause the foxhole to lose HIP so it gets placed on board before entering/exiting it (this isn't part of your question).

Then (after the above sentence) if the foxhole is HIP you don't pay to enter/exit it. If it is on board (in LOS or not) you pay the 1MF to enter/exit it.
