A defensive technique. The NVR is 4, so when one of your units moves within 4 hexes of me, my guys can see you but you are not unconcealed. So I take a shot, something like 1+1, a terrible shot, but enough to invoke that 3rd bullet point. Once that shot is taken, the entire front line can open up with star shells. Then it will be star shells at the beginning of prep or the beginning of movement (with the exception of leaders can do it at any time during movement).

The point is someone took a shot - at a CL unit ( not known) that created a gunflash.

Is that the correct appreciation of how to start the starshell scenario?

A post on this mentioned it was ( could be) started by moving within the NVR but that is plain wrong.

YOU can attempt a starshell if you have LOS to an enemy unit.
OTHERS can attempt a starshell if you place a starshell or attack an enemy unit and thus place a gunflash.

So, you simple cant fire them willy nilly until you see/fire at an enemy unit?
