Player Concealment usage

Since when each player pulls a ?ment from the counter supply, each becomes Owned by the player.

Could the ?ments be universal in the application of being able to CONCEAL units from Allied Troop nationalities under a SINGLE ?ment instead of the Nationality Concealment?

Given enough coding effort, I suppose so. That being said, concealment is the third rail of VASL coding. Touch it and you die.
