Pillbox and HIP

Hi

Situation:
DEFENDER also has a Pillbox
A pillbox Location is Concealment Terrain (B30.7)
By B30.7, if a Pillbox sets up hidden, so do its contents
By SSR, no Fortifications are allowed to set up HIP
Also by SSR, the DEFENDER is allowed to setup a number of un its HIP

So which is of the following is correct?
A) The pillbox is not set up hidden so any contents of the pillbox also must not be set up hidden (although ATTACKER does not have right of inspection
or
B) While the pillbox may not set up hidden (by the SSR), the DEFENDER may use some of his SSR given HIP capability to set up units HIP in the pillbox (as the Pillbox Location is Concealment Terrain

I'd think (B), agreeing with your reasoning. A SSR prevents the pillbox from being HIP (which prevents the contents from getting the B30.7 free HIP), but another SSR lets the defender set up some units HIP. As you wrote, B30.7 says a pillbox is Concealment Terrain so units could be HIP in one. It is odd that the Chapter B terrain chart doesn't list pillbox in red, and the Index doesn't list pillboxes under Concealment Terrain though.

Q&A from Perry

A11.19 & B30.6
At the start of the CCPh, a unit occupies a hex containing a pillbox. An enemy unit is HIP IN the pillbox Location. Is the HIP unit
IN the pillbox Location placed on board at the start of the CCPh?
A. Only if CC by/vs the pillbox occupant can occur.
Is the answer to Question 1 dependent on whether the unit outside the pillbox is a vehicle/PRC?
A. See above.

Perry said nothing about HIP being NA
