No; there is no penalty for conscripts when firing LATW, except the B#/X# is lowered, which in this case is NA. The +2 TH DRM applies to Non-qualified crews on weapons that require a crew.

I learned this the hard way myself years ago, losing a T-34/85 to a two hex range PF shot from conscripts in a building.

A inexperienced German MMC firing (or any nationality allowed to fire) a Panzerfaust is 3 times more likely to suffer casualty reduction than an experienced unit, doing so on an original 11 or 12 To Hit DR.
