In ASL Scenario PB2, Howard's Men, the German scenario attackers set up on board. Should they set up cloaked (where not illuminated by a burning wreck)?

No as they are not scenario Attackers.
Unless the SSR specifically allows them to use cloaking, if it did, you wouldn't be asking the question! :)

Interesting, per the Index definition of Scenario Attacker/Defender. "The Scenario Defender and Attacker both exist or neither does; a scenario cannot have one without having the other. In scenarios where neither exists, the use of rules pertaining specifically to their respective roles is not allowed: EX..EX..[Night: E1.2]..EX."

So, looking at the scenario card, I see an SSR does indeed label the Brits as Scenario Defender (E1.2). This may be a candidate for either errata or at least clarification as it seems the Germans do not fulfill the prequisites for being a Scenario Attacker, thus the Brits would not qualify as being labelled Scenario Defender on their own, thus the setup specs of E1.2 would not be allowed.

Considering it was published many moons ago, and MMP continues to fine-tune the use of definitive ASL-ese when wording VC and SSRs, I am going to go out on a limb and guess that neither side was meant to be, by definition, the SA/SD. IMO, the SSR was a poorly worded (with hindsight) one, and likely meant "Although not actually the Scenario Defender, the British are allowed to set-up according to E1.2". If this was not the intent, I would say it is a strong candidate for an errata.

Or should it be interpreted that the British may use the rules for being Scenario Defender [EXC: Freedom of Movement] even though they are not Scenario Defender as per definition.

This is correct, with the SSR taking precedence over the Index or rule.
