PBF vs TPBF

Unit in a Pillbox fires at a unit in the same hex but out of the pillbox. is this pbf or TPBF?

Mark is right, PBF is applicable. A pillbox is essentially a Location within a Location, B30.1.

...or something like that.......

Take a look at B30.2. The answer is neither - it is an illegal shot. (unless the last part of this sentence applies)

Fire from inside a pillbox into its own hex is limited to CC, or SMOKE grenade placement, or a Thrown DC (30.31), or to vertices of its CA, or to PBF vs units currently crossing the CA hexsides of its own hex.

As you'll notice from what you yourself quoted, it is not necessarily an illegal shot. If a unit enters a PB hex through a CA hexside, then the unit can fire at it, and the fire would be PBF.
