Passenger FT

If a SMC weilding a FT were a passenger in a Carrier, what would be the FP of its attack:
--Normally would attack with 24FP at one hex and 12FP at 2 hexes
since passenger FP is not halved (just like an armored HT).
--But what would be the FP for a Bounding First Fire attack?
Would it be halved or not? If the vehicle were non-stopped, I'm
sure it would be halved once. But does it get halved for being BFF?
--In the AFPh as Bounding Fire, what would be the FP? Normally
FT's would attack at full FP---does this change if they are a PRC?

Forgive me if I'm missing the obvious (a frequent occurrence), but since the SMC is a passenger, I don't think he could fire at all since per D6.1 "LMG, PIAT, and Thrown DC are the only SW which can be fired by Passengers." If he were a Rider instead he couldn't fire a SW at all as per D6.22. I can't seem to find a rule excepting halftracks or carriers from this restriction.
