So if a MMC advances into a concealed AFVs location is it required to perform a PAATC to attack it in CC?

The PAATC is only required to Advance. Once in a Location with an enemy vehicle it may be attacked without any TC in the CCPh [A11.6]. Passing a PAATC would be required to attack during the enemy MPh using Reaction Fire [D7.21].
