OZEREKYA BREAKOUT - RG Set-up in Isolated Tactical Location

In a prior response to one of my questions you said “Friendly RG can only be set up in Friendly non-isolated TAC.” By definition a Tactical Location is not part of the Tactical Area of Control. It would seem incongruous that a RG could not set up in a Tactical Location. Can an RG set up in an isolated Tactical Location?

A unit(s) remaining in an Isolated Location must set up in that location at the start of the next TM Scenario. In addition, the unit is allowed certain fortifications (see applicable table).

Otherwise, a just requisitioned RG cannot set up in an Isolated location.
