OVR and heavy rain LV hindrances

D7.15 mentions all the applicable TEM and SMOKE , nothing about LV.

On the hand, E3.32 says that It applies to all fire with few EXC, but nothing about OVR.

So, does the +1 LV hindrance applies for Heavy Rain (range=0) during an OVR ?

Going with the "the higher alpha-numeric rule case always takes precedence" it sure seems like it applies to an OVR.

I'm not sure it applies to same hex fire.

E3.1 LOW VISIBILITY (LV):
A LV Hindrance [EXC: Fog] is treated exactly like a LOS Hindrance...

A6,7 LOS HINDRANCE:
Being in a LOS Hindrance hex [EXC: SMOKE (24.2) and FFE Hindrance (C1.57)] does not hinder the LOS of a firing or target unit; it is only the presence of a LOS Hindrance hex between the same-level firing and target units (regardless of whether either/both are Personnel or vehicles) that forms a LOS Hindrance...

There is a Q&A:

“E3.1 Barring type specific (night, DLV, etc) hindrance restrictions, requirements and rule exceptions. Does LV Hindrance as described in E3.1 apply at a range of one hex? Does it apply within the same hex? Does it apply within the same Location? A. Yes to all.” D7.15 is giving examples of the kind of TEM that is applied cumulatively with FFMO in an open ground OVR situation. LV is a hindrance as opposed to a TEM and is in any event always cumulative with FFMO in open ground per E3.1. There is accordingly no need for it to be part of the listed D7.15 examples.
