OVHS Mist and Rain

Hi Guys,

Getting ready to play CG Date 20am. It has KGP-style very heavy mist, which is a +1 LV Hinderance for every 2 hexes. Here is the question:

It is also overcast, what happens if we roll a 10 and it starts raining? Rain creates a MIST LV hinderance of its own. Do we add that to the other hinderance?

As defender, I hope not. :?

I'd say that, if Rain creates a Mist LV hindrance, it is not Mist itself.
I'd add that hindrance to the other one.
A SMOKE hindrance would also be added, wouldn't it?

The rule that invokes the very heavy mist states that no separate Mist LV
hindrance applies.
