Orchard to Cactus Patch Transformation

Using VASL 6.6.2/Vassal 3.5.8 I am setting up board 25 for a scenario where all orchards are cactus groves and all walls/hedges are cactus hedges. The walls seem to transform fine using OSC swapping but the orchards/hedges remain unchanged. Is this a known bug? It just seems to affect the DTO version. The ETO version seems to transform without an issue.

I can't load 25a. I get a message saying that Vassal is unable to read it.

Sorry, lost track of this one. Like you I can get the transfer to work on 25ETO but not 25 itself. Will investigate.
