Does an offboard AFV already loaded w/riders (as per A2.52) retain it's full MP when it comes onboard?

I believe it does, unless there's an SSR to the contrary.

There is no reason it would have less MP, on or off board.
Note, also, that it is considered in Motion and it doesn't need to expend a Start MP... so it doesn't have to expend MPs to load riders.
