Off Board Observer LOS

Regarding the above - if one sides OBA has an OB Observer, and that Observer can trace a LOS to an enemy unit, does this prevent Concealment gain, even if no onboard units can do the same ?

Concealment gain/loss is determined by LOS to enemy ground units. The definition of “unit” is as follows:

Unit: Any game piece or counter with its own MF/MP allotment and normally capable of movement without being portaged, pushed, or towed. Infantry, Cavalry [but not horses], Dummy stacks, and vehicles (even if Immobilized) are all different types of units

An offboard observer clearly does not meet this definition and therefore has no effect on concealment.

Note per C1.6 Concealed units in non-Concealement terrain are (usually) Known to an Observer (including off board Observers) if in LOS so no extra chit draw would be needed.
