I hesitate to ask this Q becoz the OBA rules inevitably get long winded. BUT

If the SR goes one hex behind a 2 level building ( or even 1 level) the SR cannot be "seen".

When a FFE is corrected to the edge of a level 2 building and you cannot see the FFE but you can see one of the blast radius.

In case 1 is the SR removed for failed LOS etc ? ( this most often happens with bad correction DR)

In case 2 does seeing the/a blast radius allow the FFE to attack?

In summary the hex the OBA is in is the only thing allowing flipping ... Yes or no.

Sorry these ask two separate things in answering the main question..

Whether or not the SR can be seen "behind" Level 2 building depends of course where the Observer is.
However, an SR lands where it lands. There is no requirement that the Observer has a LOS to where the SR lands. If he declared that he would also Convert the SR to an FFE:1 then LOS comes into effect.

Once, again a Corrected FFE lands where it lands. You need a LOS to where you place the AR to where you want to Correct it to of course.

Also don't forget that an SR blast height is 2 levels so even if the Observer can't see the base level he might be able to see the blast height. allowing it to be converted, corrected easier or even left in place.

This is actually the crux... is seeing an FFE blast radius (one of 6 hexes)sufficient to allow its use ( to FFE >next)

If you are referring to when an SR is Converted to an FFE - then C1.333 is the rule you are looking for:

C1.333 If he currently has a LOS to the Base Level of the SR’s hex, or to its Blast Height and any non-Aerial Location in/adjacent-to the SR’s hex that contains a Known (to him) enemy unit, he may Convert that SR to a FFE:1 and leave it in that hex for resolution; or

But I am not sure what you mean by "allow its use" wrt to an FFE.
