OBA spotting round

Some OBA advice please - I am confused (not unusual)
A spotting round's blast height is two hexes above the base level of the hex.
If you have a spotting round that lands on the middle hex of a large 2.5 level factory, does that mean the spotting round is inside the building? (seems stupid, but that's how I read it).
For info, my Offboard Observer is at level 3.

INDEX:
Base Level (normally the lowest level Location other than cellar/sewer/tunnel
in a hex; however, if the lowest level Location in building hex does not allow
VBM along at least one hexside of that hex, the Base Level is that of the
highest building level in that hex [EX: The Base Level of 20C7 is 21/2; that of
20D7 is 0]): C1.32
Since an interior building hex does not allow VBM on at least one hexside, the base level is the highest building level in that hex.

But a PS:

Does SMOKE in a Ground Level Location rise to the Level 1 Location through the floor of an Interior Multi-Story building hex
without a stairwell to create a Hindrance in the Level 1 Location? Does SMOKE in a Ground Level Location which rises to the
Level 1 Location in an exterior Multi-Story building hex without a stairwell create a Hindrance in that Level 1 Location to
fire/LOS traced solely within the building depiction?
A. Yes to both.
smoke is placed at ground level, not base level. C8.52.
