Hi,

A routing unit expends 2 MF to enter a Foxhole in an otherwise OG hex and thereby cannot be Interdicted.

If there is also a FFE in said hex - does it attack the routing unit before it enters the foxhole ?, or after it enters the foxhole (and thusly with a +DRM for the foxhole) ?

NASLRBH, but I believe it is after. The rules say that the entrence MF can be combined in the rout phase, so no FFMO due to the TEM. Well, if there is TEM for interdiction, then there must be TEM for other things as well.

Brian's response is my gut reaction too. Since MF is combined and no FFMO for interdiction, I'd say the FFE would attack with the foxholes +4 TEM.
