Noobie question: VBM and broken units in hex

Hello everyone,
What happens when an AFV ends it's movement "in Motion" as VBM on a hexside of a hex containing broken unit in open ground? Can the broken unit rout away?

They can rout away, as the Motion vehicle doesn't lock them in Melee.

Oh, just to be clear: a vehicle never straddles a hexside (even if you place the counter on it).
It always is in the obstacle's hex.
So even if it were stopped, it could not empeach an ADJACENT brokie in an Open Ground hex from routing away.

A vehicle that ends its MPh stopped (or in Motion) in Bypass of an obstacle does not prevent a broken unit in that obstacle from routing. The broken unit is not in Melee. In fact, the broken unit must rout (during the RtPh), or be eliminated for failure to rout.

On the other hand, a unit that breaks while in Melee cannot rout, and must instead attempt to withdraw during the CCPh.
