The Attacker has just 'fired' the first initial Starshell in its PFF-this is because in the previous player turn an enemy unit advanced within its NVR. Can other friendly units also fire starshells in the same PFF or do they have to wait until the subsequent turn?
Also is it correct that armed but unarmoured open topped vehicles cannot fire starshells?
Also does a vehicle with AAMG/IFE MA still use turret counters if it fires outside of its CA?

"Once a Starshell/IR has been fired, both sides are free to fire either type (within applicable restrictions)." [E1.91] The restrictions on placement are only that it be done during the friendly PFPh/enemy MPh/friendly DFPh [E1.92] by a suitable unit [E1.921]. After the player turn that the initial starshell/IR is placed, units other than a leader must place theirs at the beginning of the PFPh/MPh [E1.921], but this restriction does not apply during the player turn with the initial placement. During that turn only all units are allowed to place starshells/ir at any point during the friendly PFPh/enemy MPh/friendly DFPh. In your case all other units may fire starshells/ir during that PFPh even if it is not the beginning of the PFPh.

Correct, but there may be cases where something on the vehicle can fire them, e.g. Passengers or Riders. Also it is not clear to me whether an unarmored vehicle may have an armor leader, but if it can that AL can fire starshells.

If the vehicle is using an AAMG, it does not need to change CA to fire (EXC: some crazy vehicles with restricted CAs for their AAMGs, e.g. those where German MAVN Q applies. If the vehicle is using AA-capable CMG (which is not an AAMG) or AA-capable IFE MA it must change CA as appropriate.

That has no effect on starshells. It is immaterial ..

Presumably the unit that advanced within NVR is still within NVR at the start of the PFPh - allowing starshell placement attempt per E1.91.
