It is night and the NVR is 5 hexes.
A Friendly squad is in a fordable river hex 4 four hexes away from an Enemy squad. The Enemy squad fires and breaks the Friendly squad. Since the Friendly squad is in a fordable river, it must rout out not using low crawl as per B21.43.
The Friendly unit is surrounded by river hexes except in one direction. Therefore, it must rout to that hex or be eliminated. That hex would place the Friendly squad three hexes away from the Enemy.
E1.54 says broken units at night always use low crawl and are never eliminated for failure to rout. It also states in the same section, 1.54, that a unit does not have to low crawl while fording BUT may not rout towards an ENEMY unit.
Per E 1.54, the squad can conceivably rout out of the river without low crawl, but is it eliminated for failure to rout? It has to leave the river per B21.43. The only way out is towards the Enemy unit. Units cannot be eliminated for failure to rout nor can they move closer to an Enemy unit.
