How do you determine if a hexside is Open Ground during Mud? See E3.64 and E3.65. Fore example, if I enter a woods hex from another woods hex and the hexside crossed does not have any woods artwork on it, does that count as an Open Ground hexside?

No, it has to be one of the listed hex terrain types in E3.65: unpaved road, unplowed road, gully, [EXC one with brush or woods] dry stream, plowed field and otherwise OG hexes... You are actually just crossing from woods to woods for the purposes of mud.

What about going from woods to open ground. Is that an open ground hexside? What about going from open ground to woods?

Yes, no. Note at 3.64 the EXC is effectively "not if you are entering non-Open Ground in that hex." So in your case in post 3, you are, and in the second you are not doing so.
