Moving target?

My AFV ends my turn in motion.

During my opponents Prep fire, his AT gun hits and immobilizes my AFV.

His AT gun maintains rate. It fires again at my now stopped/immobile AFV.

Does my AFV receive the +2 for being a moving target?

My gut tells me yes as the +2 would clearly apply in my phase of the turn. However, I could not find any support for my gut and my opponent claimed that the +2 no longer applied.

Naturally, this became the difference between a hit or miss on his shot.

I assume your vehicle was in motion when hit by the dastardly AT gun...

I think the +2 no longer applies. Have a look at C.8:

"A vehicle is considered a moving target for To Hit/Effects purposes only if during the Current Player Turn it has entered a new hex,
or used VBM (D2.3), or began its MPh in Motion (D2.4), or is currently in Motion."

and D2.4:

"A vehicle's Motion counter is immediately removed when it starts movement in its next MPh
or if the vehicle becomes Immobile."

C6.1 CASE J; MOVING/MOTION VEHICULAR TARGET: Ordnance firing at a Dashing target (A4.63), or at a vehicle which has entered a new hex or used VBM (D2.3) during that Player Turn, or is/was in Motion status during that Player Turn, must add the +2 DRM of Case J to its To Hit DR.​
I think it is true that the vehicle is no longer a moving target (C.8), but being/having been "in Motion" is still sufficient for the +2 to apply.

The following example from the article "Stop and Go Traffic" in the 1996 Annual answers your question I believe:

EXAMPLE: A vehicle begins the opponent's Player Turn
in Motion, and is therefore also a Moving Target. If it is
Immobilized, it immediately becomes Stopped and no longer
in Motion, but it remains a Moving Target for the remaining
fire phases of that Player Turn.

I foolishly (stupidly?) mixed up moving and motion. Argh!
