Can a mortar be placed inside a wood hex and fire from it?
According to C2.7 yes... but it seems strange to me.

My daily doubt. :)

Yes it can; however, a mortar cannot fire from a dense jungle hex/bamboo.

There is no roof in woods...
But I understand you are questioning the logics of the situation.
Mortar (and Indirect Fire) against woods create Air Bursts (i.e. the shells hit trees before reaching the ground, thus creating more destructive results).
Why should they be protected from exploding, "going up", if they are not "coming down"?
I am no military expert, but don't mortar shells gave some "timing fuse" preventing them to explode prematurely?

I see nothing strange with this situation. If you are firing mortar shells into a wood you are doing area fire, which means you don't look for spots between the trees and so it is likely that many shells will hit the trees and cause more damage to the men because of the flying wood pieces.

If your mortar is set up in wood it's a bit different, I suppose because you won't sit behind a tree while firing. You will have a place where you can fire from between the trees and you need not much free space to let your shells go out.

So I would say there's good reason why the shells coming down will be much more dangerous than those going up and the Rules therefore allow to fire a mortar from woods.
