mopvement in multi hex buildings

I'm pretty sure I understand this but want to be sure.

movement from one hex to another horizantally inside of a multihex building cost 2 MF, but to go up or down vertiacally only cost 1MF, if there is a printed stair well in a building you can only change levels in a hex with the stairwill and it cost 1 MF to go up or down. In a building with out a stair well you can go up or down in any hex?

is this concept correct?

Provided the building has different levels, this is basically true. Rowhouses, factories, and split-level buildings can be exceptions. Of course always pay close attention the SSRs in a scenario.
