If a MOL-P fires using the Infantry Target Type at a hex containing no non-HIP enemy units (perhaps in an effort to place Smoke), does the Case K DRM (C6.2) apply to its TH DR?

comment: it was possible the MOL-P is considered to be firing SMOKE ammunition and so not subject to the case K DRM when firing at an empty hex. Per the above it seems as though the Smoke that is placed is a side effect, and the MOL-P is not considered as firing SMOKE ammunition for purposes of applying case K.

Other comment: yet it still has to fire "before the first weapon firing other than SMOKE" in Prep and DFPh. ?

Yes, which was part of the reason that I wondered whether case K applied when fired at an empty hex. The MOL-P is a 'tween weapon.
