MOL and FT against empty hexes

Reading through the forum, it seems it is possible to do speculative fire by targeting empty hexes, barring MPh. Can we use MOL and FT against empty hexes so as to evade the control forfeiture for kindling? What about DC? It can be set in empty hexes for sure, but what about being thrown to empty hexes?

I think yes, you can use MOL, FT, and DC at empty hexes, hoping there is a HIP unit there. It can be wasteful of FT or DC, and you risk bad effects with MOL.

IIRC the Yugoslavian player in A28 The Professionals could attack the wooden bridge, hoping to get it ablaze. It was reissued as 144 without change.
