What is the MF cost for infantry moving into gully orchard hex?
What is the MF from a gully orchard hex through the gully to an other gully orchard hex ( but 1 Level higher)?

See the Chapter B divider under Stream-Orchard and use the dry stream numbers.
To answer your questions, 3MF if not crossing the gully hexside and 2MF doubled to 4MF if crossing the gully hexside going uphill.

Terrain cost is cumulative 2 MF for the gully + 1 MF for the orchard.

B19.4: "Movement costs for entry INTO a gully hex containing other terrain types are cumulative (i.e., it costs four MF to enter a gully-woods hex)"

Notes column for Gully on the Terrain Chart: "+COT if not Open Ground"

The infrantry unit moves from an open ground hex into the gully-orchard hex: 3 MF. That is clear.

Next he moves from the gully-orchard hex through the gully into an other gully-orchard hex. How many MF? 2 (only the gully)or 3 ( the gully + COT)? I think 3 (B 19.4 ). Right or not?

Then he moves from this gully-orchard hex through the gully into an other gully-orchard hex. This gully-orchard hex is one level higher. Does this double the cost of the MF? Then it should be 6MF. Not?

1). Yes.
2). Yes, still 3MF
3). Doubled for move to higher elevation so yes, 6MF

What if Ground Snow as SSR?

+1 for level up

Does the move to higher elevation becomes 7 (6+1) or 8 (4 x2)?

7. The +1 for Snow when moving up is not part of the COT, but rather an extra cost. See also E3.9.

3.9 MF/MP COST ADDITIONS: Any extra MF or MP costs due to weather are added per hexside crossed (or Bypassed), after calculating total cost [EXC: Towing; C10.1].
