No, the "manhole due to >= 3 road hexsides" only apply to paved road hexes - DD8 and EE8 are building hexes.

B8.1:

Disregard my question above. I misread and was looking at the wrong hex not AA3. Yeah, AA3 makes sense.

That map has some errors. There should be links K10-N8, K10-N9, T34-W35 & O42-R41. The manholes in & all links to P42, R32 & U44 are also missing. I have not scanned the entire map, but I have little doubt there are more.
