In our campaign game there is a HIP spotter in a steeple sighting for mortars. In such a situation does this HIP unit in this second level position restrict enemy routing in the open? Tim

"Restrict"? In what way? Are you asking, can the MTRs interdict? Per A10.532 a MTR using Spotted Fire cannot interdict because of the +2 DRM for Spotted Fire.

The mortar, if out of LOS, cannot interdict because of the +2 spotted fire DRM. See A10.532.
As Intediction is a concealment loss activity, the spotter should drop its HIP status to Interdict (see A10.533 last sentence).
It would then only interdict if the routing unit is in its normal range, if no positive DRM apply and if the routing unit is in Open Ground to the Interdictor as per A20.531.

Interdiction is concealment loss, so yes, the HIP unit could interdict, but it would lose HIP.

JR, Thanks, that question is relevant because the 247 Rumanian spotter has been interdicting our broken units. Steve removed through negligent behavior his HIP status at the start of the session. We were going to let him recover that status, but if this makes our units interdicting, he may choose not to restore his HIP status. We are trying to give him every chance to win, although his position appears doomed to us, although if he rolls another three planes in the next rally phase, we may reconsider that evaluation. Tim.

Note that the 247 cannot interdict hexes further than four hexes away (its normal range).
