If small arms attack a Partially Armored Vehicle (eg. Marder III(t)H) in a facing that has both an armored (Hull) and Unarmored (Upper) would this qualify as unarmored for a small arms IFT kill attempt vs Partially armored Vehicle?

Yes.

Or , would the Crew only be affected using the +2 CE modifier?
