here is the reply from the designer:

The answer on VP is already in the FFS rules using the Seoul set of rules see 16.1 (or 13.1 Smith's)..."Footnote 16 from FW is in effect..." In Footnote 16 it tells you the VP of a 768 is 3 VP.

Unit size of FrT is handled in at 16.11 using the Seoul set of rules (or 13.11 if Smith's)...

Thanks for the prompt replies. The US# is relevant to the guarding of prisoners, five times a third of a squad is a bit awkward, but if the US# is 2 as TopT suggests, then that problem goes away.
