LFT INOR 15 why are the set ups so wonky?

Hi-

Trying to set up this scenario and boy are the set up instructions confusing. I really do not understand them. From what I can tell. the germans set up <= to 35 but behind them on level 4 hills are a group of french units, then from the south (behind) the german lines a reinforcement group enters, then you have that goofy rule where the Germans have to set up 3 hexes from the french.

Why cant you guys just keep the set up easy? Why so complicated?

The setup is like this because the scenario takes place after the German breakthrough through the Legion front line. You still have strongpoints resisting on the front line but some Germans are behind the line.
The German must chose how much they want to allocate to reduce the stronpoints and how much will try to break the second line of Legion resistance.
