LFT Arid Rules: Grain question

What is the end result of the above? Certainly it costs infantry 1.5MF to go into these grain fields.

Is it open ground? Can FFMO apply?

Is it still concealment terrain?

Does it hinder fire/LOS?

It just seems strange to put the 'movement purposes' out there.

Here is the reply from Steve:

LFT 15 Arid/Desert 2.161: A grain hex is always considered as a Plowed for MF Movement Purposes ONLY with the only exception being when the Grain is IN-Season during September and October. The only modifiers that could possibility apply would be those that would apply due to EC (Environmental) modifiers from the Weather sections of either Chapter F and/ or Chapter B/E.
2.162 Again, during September and October, The Thick Grain LOS hindrance is +2 per same level hex traversed and only Infantry and or Horse units received the 2 MF per hex movement cost.
2.162 Thich Grain Provides Rally bonuses only when In-Season or by SSR only.
As a side note; All vehicles Except Horse Drawn units pay the normal MP cost as per Normal Grain cost of the Chapter B Chart for Grain (item 15).
Correction To LFT15 2.16: In-season Grain IS Concealment Terrain. FFMO is NA during In-season Thick Grain if the Line of Fire crosses the Grain depiction.

Lets forget about "Thick Grain" in this discussion. The scenario's in June.

B15.6 ".... The effect of plowed fields in April and May retains the increased movement cost of grain, but is considered Open Ground for all other purposes."

AD3.161 "... A Grain hex is always treated as if a plowed field (B15.6) for movement purposes."
---> Does that mean it's still treated as Grain for NON movement purposes?
(NON movement purposes meaning #1 It's still a +1 Hindrance #2 It's negates FFMO)

I think it's now unfortunately even MORE confusing because
  • AD3.161 says "for movement purposes" - which arguably affects FFMO and affects all units, Infantry & Vehicles.
  • The explanation from Steve now says "for MF Movement Purpose ONLY" which definitively does NOT affect FFMO and also now confines the "Movement Purpose" to Infantry only
