Level of Non-Playable Board hexes

Can anyone tell me; "What level are none playable hexes at? And I don't mean offboard hexes. see example below;

e.g. if in a scenario hexes A-P are playable, making R-GG non-playable.
What if hex P is a 2nd level hill which extends on to the non-playable portion of the board?

Q1- In example, Is hexrow R an offboard hex or a non-playable hex on board?

Q2- In example, Is hexrow R ground level? or 2nd Level?

What is different about "non-playable" and off-board?

I know what you mean, but any hex that is "non-playable" is also "off board". So the Q&A would apply to any hex not in play...
