A leader (with no SW) is attempting to interdict a routing unit. What is the "Normal Range" of this leader?

Sorry, I should have read further before posting. I guess the answer would be "He is effective for determining rout paths, but cannot interdict"?

Correct, although he potentially can interdict if posessing a SW he could fire at normal FP (since A10.532 specifically prohibits a unit whose FP is halved from interdicting, I assume that a lone SMC firing a SW MG would not be able to interdict).
