Last Game Turn

If a SSR refers to "last Game Turn" in a scenario with, say, 5.5 turns, would it refer to the last Player Turn, or to the last Player Turn AND the bottom of Turn x-1 as well.

"...If a Turn box is halved diagonally and printed in red it indicates that only the first side to move has a Player Turn during that Game Turn...."
