Lambs Led to Slaughter HS25

We are preparing to play HS25 Lambs Led to Slaughter. The Canadians must "Set up less than or equal to 5 hexes from hex MM1". Since MM1 is at the very edge of the board, some offboard hexes are less than or equal to 5 hexes from MM1. Can the Canadian forces set up off board and enter during their turn? - Canadians move first. We cannot find a set-up rule that addresses this.

I think that it is pretty clearly implied from the wording of A2.51 that units don’t set up offboard unless the scenario card says so and indicates when and where they are to enter.

“2.51 OFFBOARD SETUP: Units designated by a scenario as having to enter the mapboard (rather than setting up on it) must still be set up off-board on the turn of entry as the first act of the RPh of that Player Turn”
