Preparing my set up. There are 3 polish groups. One can set up HIP on board 65. One can set up normally on Board 64 and the first hex of board 65. The third group can set up with either group (or some reinforcements) and if sets up with the first group sets up HIP.

If I put some of the swing group on a half hex between board 64 and 65 do they get to HIP or not?

This falls under A2.3 on half-hexes:

A2.3...Units allowed to set up/enter anywhere on a given board may set up/enter on that board's half-hexes only if the half-hex is either part of another board on which it is also allowed to set up/enter or is not butted against another half-hex. [NOTE: the language of this rule was changed from "set up," to "set up/enter" in ASL Journal 7]​
According to the scenario card, the HIP group can only set up "ON" board 65. Since the units of that group are not allowed to setup on the other boards, they may not setup in the half-hexes between those boards.

So either you set the "free" units up with the HIP group (on board 65/not on half-hexes), or else they can setup with the other groups without HIP.
