Does G1.424 DC HERO apply to G1.422 HIP?

Yes, if you can set up HIP THH and you have DC's in your OB that can be set up in the same part of the map as the HIP THH, you can give one DC of those OB give DCs to each HIP THH as part of your set up.

DC Heroes can only be created during play, so they cannot set up HIP (unless without a DC).

G1.424... A unit allowed to create a T-H Hero may, if possessing a DC, make such an attempt in its own MPh...

G1.422 HIP: In a 1944-45 scenario in which at least some Japanese units set
up onboard and there may be ≥ 1 AFV in the enemy OB, any number of T-H
Heroes (up to the allowed total; 1.421) may be set up using HIP in lieu of being created during play......

Actually we are both wrong. A "normal" HIP THH can't possess a DC, but per G1.6121, A HIP THH can be the controller of a Hidden Set DC.

I knew I remembered that HIP THH can use DCs.
