A situation arose in our game where a Japanese crew considered voluntary break. Upon reading G1.13 though it sounds as though only a Japanese squad can voluntarily break. Is this correct?

No. G1.13ff is only concerned with what happens to a squad, because the cases are complicated. Halfsquads can "other" break normally, and crews "other" break per the fourth sentence of G1.3.

No. See G1.3, about the third sentence:
A Reduced-Strength infantry-crew that suffers such a result is likewise Step-Reduced—but to a broken vehicle-crew. A Full- or Reduced-Strength infantry-crew that suffers a break result as per 1.13 (including breaking voluntarily) is exchanged for a broken vehicle-crew.

Oops, JR beat me to it. That's what I get for quoting the ASLRBv2. However, I think it is the 3rd not 4th sentence. :)
