What happens to a Japanese gun crew that fails a IFT MC and exceeds ERL?

No ELR substituion for any crew, Japanese or other.
A full strength Japanese crew is step reduced.
A step reduced Japanese crew becomes a broken vehicular crew.
A 19.11 ELR Immunity: All crew-types, Commissars, Heroes, unarmed and already broken units are never subject to Replacement due to ELR failure.

Thanks, Robin.
The more rules I learn, the more rules I forget.
My memory is like a Swiss cheese with big holes in it.

Robin,

Do you--and the Swiss in general--call it swiss cheese, too? :)

I don't think so.
Swiss Gruyère (not the French plastic-tasting thing they call Gruyère) has no holes, BTW - as most Swiss cheeses.
Swiss Emmental has.
In French on says "J'ai un trou de mémoire" = "I have a memory hole".
And "On ne va pas en faire un fromage" = "We won't make a cheese with it " = "We won't make a fuss about it".
But no direct link between Swiss cheese and memory.

Now, if some day we meet, I will cook you a true Swiss fondue, with delicious Gruyère and Vacherin, and I'll offer some good white wine with it.
